Our journey began with a vision to Inspire, Influence, and Impact young minds, rooted in over 28 years of experience as a dedicated police officer, including more than 6 years working closely with the community. These experiences opened our eyes to the needs and dreams of young people and their families, leading us to create meaningful programs that focus on mentoring, family development, and personal growth.
What sets us apart is our hands-on approach and understanding of the unique challenges facing Baltimore’s youth. We offer guidance and structure while helping both parents and children grow together. Our real-world experience helps us connect on a different level, so we don’t just talk about change — we live it every day. Through Capital i3, we’re not only transforming minds but also strengthening families and building stronger communities, one family at a time.
Cedrick Tanksley is the Founder and President of Capital i3, a nonprofit organization committed to transforming lives through youth development, mentorship, and family rehabilitation. With a lifelong passion for serving others, Cedrick’s journey in youth development began at an early age. As a teenager, he served as a Junior Camp Counselor, where he was entrusted with supervising and mentoring a group of eight campers—an experience that helped shape his leadership skills and deep commitment to guiding young people.
Cedrick continued his service through AmeriCorps Civic Works, working in recreational centers throughout Baltimore, Maryland, where he provided structured programming and positive engagement opportunities for youth in underserved communities. His dedication to mentorship and community impact only grew stronger as he transitioned into a distinguished law enforcement career spanning over 20 years.
During his tenure, Cedrick served as a Baltimore City School Police Officer, where he went beyond traditional policing by building meaningful relationships with students. He became a trusted mentor, coach, and role model—coaching high school sports and investing in the lives of young people through genuine care and consistent support. His commitment to student success led to the creation of the “Strait Talk with Teens” mentoring program, which has helped students graduate high school and pursue higher education.
Cedrick is a devoted family man, happily married to his wife of 22 years, and a proud father of five children and grandfather of two. His passion for youth development and strengthening families continues to drive his work through Capital i3, where he remains dedicated to inspiring change, restoring hope, and building stronger communities for future generations.

Joelle Kadima serves as Co–Vice President and Board Member at Capital i3, where she contributes as a social media marketer to expand outreach and engagement. She is a Towson University graduate with a background in Information Technology and is also a business owner, bringing innovation and strategic insight to her work.
Passionate about mentorship, leadership, and outreach, Joelle is committed to pouring into the next generation and empowering youth to reach their full potential. Guided by her faith, she strives to make a meaningful and lasting impact in her community.

Naomi Lloyd serves as Co-Vice President of Capital i3, where she is committed to advancing the organization’s mission of empowering and uplifting families within the community. With a professional background in finance, Naomi brings both strategic insight and practical expertise to her leadership role. She is a certified financial counselor and notary, equipping individuals and families with the tools and guidance needed to achieve greater financial stability.
Driven by a deep heart for service, Naomi is actively involved in multiple ministries within her church community. Her faith is a central part of her life and inspires her dedication to helping others with compassion and integrity.
Naomi’s vision for Capital i3 is to be a catalyst for meaningful change—serving as a beacon of light for families and creating a safe, supportive space for those in need. Through her leadership, she strives to foster hope, empowerment, and lasting impact in the communities the organization serves.
It is our mission to inspire, influence and impact as many youth as possible through our youth development program called T.R.I.P.S, in hopes of transforming their minds with positive reinforcement.
